In the 2016 Lifeline Modernization Order released in March by the FCC, one of the key components is the Lifeline benefit port freeze. According to the commission, to further incentivize investment in high quality Lifeline free government phone and free cell phone service offerings, consumers will not be able to port their Lifeline service to another provider until 12 months have passed for data services, and 60 days for voice services. So if you apply for Lifeline free government cell service with data, you must stay with the provider you applied with for a year, if you’re on voice only you must stay for 60 days before transferring your benefit to another telecom.

Did the Lifeline Free Phone Program Just Change?

Recently the FCC ruled on petitions filed by a number of states and USTelecom to give these Lifeline states and their Lifeline phone service providers more time to implement the commission’s updated Lifeline program eligibility rules. USTelecom worried that some Lifeline applicants may be excluded from the Lifeline program if they only qualify for a state Lifeline benefit that is no longer eligible. The FCC granted this temporary waiver to some of the states, with certain conditions.

What is Lifeline?

Lifeline is a government program that subsidizes discounted phone service for low-income consumers, ensuring everyone can stay in touch. TruConnect is currently designated to provide free Lifeline-supported phone service in numerous states across the U.S., with more coming soon. The Lifeline program is only available to eligible consumers who can provide documentation for eligibility. Only one Lifeline service is allowed per household regardless of a type of phone. To be qualified for Lifeline, you must be currently enrolled in a qualified public assistance program (i.e. Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, Medicaid, Supplemental Security Income (SSI), Federal Public Housing Assistance (FPHA), Veterans Pension and Survivors Benefit, etc.) or you can be qualified if your total annual household income is less than the qualified income guidelines.
